Yes, you can leave Velana International Airport on a layover, and you should if you have more than four hours. Almost every nationality gets a free 30-day visa on arrival, so there is no transit visa: submit the free IMUGA declaration online, clear immigration, and Malé is a MVR 15 ferry or a MVR 70 taxi away. Six hours is enough for a meal and the beach in Hulhumalé, twelve for Malé’s markets and mosques, twenty-four for a hotel night. Here are the prices and times, plus the rule that catches people out: the airside area only opens three hours before departure.
Quick answer: what to do with your layover
| Layover | Best plan | How to get there | Rough cost per person |

Can you leave the airport on a layover?
Yes. A layover is treated like any other visit: you need a passport valid at least one month beyond departure (six months is safer), an onward ticket, and the IMUGA Traveller Declaration, submitted free at imuga.immigration.gov.mv within 96 hours before landing. There is no transit-without-visa scheme, so everyone who leaves the terminal uses the same immigration desks; full details are in our visa and entry requirements guide. Terminal 1 has no e-gates yet, and at peak times it takes 45–90 minutes from the aircraft to the arrivals hall. If your bags are not checked through, the left-luggage counter in the old Terminal 2 departures area (a 10–15 minute walk) is open 24 hours at USD 7 (MVR 100) per normal bag and USD 13 (MVR 190) per oversized item, per 24 hours.
Getting out: ferry, taxi and bus prices
The airport sits on Hulhulé island, joined to Malé by the Sinamalé Bridge and to Hulhumalé by road. Taxi fares are fixed by the government and the same in every car; pay in rufiyaa or US dollars and do not expect to use a card.
| Route | Option | Fare | Time | Hours |
|---|---|---|---|---|
| Airport to Malé | MACL public ferry, jetty 5 min from T1 arrivals | MVR 15 (MVR 20 from midnight to 06:00) | 10 min, every 10–15 min | 24 hours |
| Airport to Malé | Taxi over the bridge | MVR 70 (about USD 4.50) | 15–20 min | 24 hours |
| Airport to Malé | MTCC bus R3 | MVR 10 | 20 min, hourly | 06:40–00:40 |
| Airport to Hulhumalé Phase 1 / Phase 2 | Taxi | MVR 80 / MVR 85 | 10–15 min | 24 hours |
| Airport to Hulhumalé | MTCC bus R4 (Phase 1) / R9 (Phase 2) | MVR 10 / MVR 15 | 15–25 min, every 30 min | 06:00–00:30 |
Taxis wait outside Terminal 1 arrivals around the clock; the only extras are MVR 10 for a domestic-terminal stop and MVR 5 per bag beyond three. Buses take cash or an RTL card and pause for about three hours from 10:30 on Fridays for prayers. If your onward leg is a domestic flight or seaplane, read our transfers guide first: seaplanes only fly until about 15:30.
6 hours: Hulhumalé beach and a proper meal
Hulhumalé is the reclaimed island next to the airport, ten minutes by taxi, and where locals go to eat out. The tourist beach runs along the east side of Phase 1: a narrow strip of sand, calm shallow water, and the only place near the airport where swimwear is allowed. Allow 90 minutes for immigration, 10 minutes each way in the taxi, and be back at Terminal 1 three hours before departure. That leaves two hours for a Maldivian curry, grilled reef fish or a mas huni wrap on the beach road (USD 5–12), a walk on the sand and a coffee. ATMs take Visa and Mastercard; a tourist SIM costs from about USD 10 at the airport counters.

With less than six hours, stay on Hulhulé. The air-conditioned Waterfront Building, two minutes from the terminal, has Pizza Hut, Costa Coffee and a supermarket. Nothing at the airport serves alcohol; the exception on the island is Hulhulé Island Hotel, 1.3 km away with a free shuttle, which has a licensed bar, a pool and day-use rooms at well over USD 100 for a short block.
12 hours: Malé in half a day, then sunset in Hulhumalé
Take the MVR 15 ferry from the jetty beside Terminal 1; it lands you at Malé’s north harbour in ten minutes, beside the fish market, where tuna comes in on dhonis from mid-afternoon. Everything is walkable from there: the local market, the 17th-century coral-stone Friday Mosque (Hukuru Miskiy), the gold-domed Islamic Centre, Sultan Park and Republic Square. Two to three hours covers it; Malé is only 2 km across, and a plate of rice, curry and short eats at a local café is USD 3–6. Dress modestly in the city: shoulders and knees covered. Then taxi to Hulhumalé (MVR 85–100) for a swim and sunset before the MVR 80 ride back to the airport.

On a Friday, Malé’s shops and cafés close from around 11:00 to 14:00 for prayers, so do the beach first and the city after lunch. During Ramadan most cafés shut in daylight hours.
24 hours: a hotel night on Hulhumalé
With a full day, sleep in Hulhumalé rather than the terminal. Three-star hotels on or near the beach cost USD 60–120 a night for a double plus USD 6 per person Green Tax, and most run a free 24-hour airport shuttle. Swim in the evening, eat on the beach road, and go into Malé in the morning while the markets are busy; hotels will keep your bags after checkout. A half-day snorkelling or sandbank trip from Hulhumalé costs USD 40–70 per person; resort day passes in North Malé Atoll run USD 100–250 with lunch and speedboat. The public ferry to Maafushi (MVR 22, 90 minutes, 15:00 from Malé) in our Maafushi guide only works with 30 hours or more.
Staying airside: lounges and the three-hour rule
Terminal 1, the new international terminal, opened in July 2025; the old terminal is now Terminal 2 for domestic flights. The airside departure area opens only three hours before your flight, so you cannot wait at the gate for eight hours: you go through arrivals and stay landside until check-in opens. Airside, the Koveli Lounge (270 seats, showers, Wi-Fi, food, no alcohol) takes business-class passengers and walk-ins at a rate set at the desk. Landside, the Moonimaa Lounge by the domestic terminal accepts Priority Pass and sells walk-in access at about USD 40 with showers and a buffet. Wi-Fi is free in both terminals; ATMs and currency exchange are in the Terminal 1 arrivals hall.
Mistakes to avoid
- Skipping the IMUGA declaration because “it is only a layover”. You still pass immigration; use only the official immigration.gov.mv site, as the paid copycat sites are scams.
- Bringing duty-free alcohol through the terminal. It is confiscated on arrival.
- Expecting to wait at the gate. Airside opens three hours before departure.
- Looking for the luggage counter in Terminal 1. It is in Terminal 2, a 10–15 minute walk each way.
- Wearing swimwear anywhere except Hulhumalé’s tourist beach, or counting on paying a taxi by card. Carry at least MVR 200 or USD 15 in cash.
